Civil Disorder
Numerous events and circumstances have and can manifest themselves that evoke deep passions within people that lead to civil disorder. Usually the circumstances that lead to civil disorder center on political, socio-economic or racial issues. These events are often controlled at the local or state level and rarely are federal forces used to quell the incident. When these events and circumstances grow so large that it affects people on the national level in some fashion it is entering the realm of an insurrection.
Governments will attempt to disarm the population by manipulating local law enforcement agencies that generally know the demographics and the citizen’s mentality. After the population has been disarmed the government will disarm the local law enforcement – which is civilian, a fact many law enforcement agencies forget.
Federal forces are often transferred in from different geographical area to enforce the government’s will. It is very difficult to enforce rules and regulations to the point of violence against ones own neighbors and geographical area. By removing the individual federal force member from his own area removes the psychological indecision on whether or not to defend his own area from tyranny. It is much easier to enforce laws over strangers than ones own friends and neighbors. It allows the member if necessary to psychologically disassociate themselves with those who are forcefully being supplanted.
Local law enforcement will be duped into helping the federal forces by methods of manipulation and coercion. Unfortunately law enforcement will actively, aggressively and ignorantly aid federal forces. No amount of pleading or begging will convince them of their erroneous ways. Law enforcement will dutifully disarm the population, detain and separate those identified by themselves and the federal forces as agitators and dissenters into special camps.
Federal forces will utilize local law enforcement until their usefulness has been depleted, then the law enforcement officers will be disarmed and interned into a special camp just like the rest of those identified as agitators and dissenters; just like the rest of the civilians.
During the initial out break, two major distinctions of people will occur along the socio-economic line. Many will start to loot, burn and destroy businesses in their area. This will be items of comfort or of a re-saleable nature such as televisions, computers, other electronics, liquor, weapons and vehicles. As the mob mentality increases, any items or stores will be looted, vandalized or destroyed.
As visible representatives of the government, public safety entities such as law enforcement, emergency medical services and fire protective services will be overwhelmed by the volume of incidents including physical attacks against them.
This will be a time of chaos and the entire domain of public safety will be order to leave the area for their own safety, safety of the equipment investment and the ability to have something left to assist those in need, when the chaos diminishes. Local government politicians will make the decision to simply let the buildings burn, the people to rape, plunder and pillage. Public safety entities will re-enter only when it is relatively safe to do so. Public safety entities can only function when the majority of those in the affected area want their assistance. In area of chaos, confusion and anarchy they are simply more targets to shoot at.
After the initial orgy of plunder and pillage the people will start to realize that the basic necessities of life are missing. Efforts will be redirected to procure water, food and medical supplies from businesses and public safety domain. Business proprietors – if they have weapons – will attempt to protect their assets, as will those individuals in the higher socio-economic level, predominately the middle class.
The inhumanity done toward others will be excessive and extreme. Rape, muggings, robberies, slavery and all crimes imaginable will become a matter of life. If the civilian disarming policy has been effective it will make the violence and crime even more extreme.
Government response plans actually diagram on selectively enlisting gangs, yes, street gang thugs, to force the distressed population to become more compliant to the new rules of government. It is an effective strategy that has been used time and again to turn a blind eye to aggressive, violent and deadly criminal element preying upon the citizens, who in turn are manipulated into requesting more protection from law enforcement. This allows the law enforcement agencies, which are being manipulated by the federal forces, to convince the populace to pass more laws.
These laws strip the ability of the citizens to protect themselves and others from violence. These laws are further designed to increase the dependency of the population on law enforcement, who should realize based on past historical precedents they will be removed from the area when it hits chaos, and federal forces will be brought in willingly.
Federal forces will eliminate the street gang thugs with extreme prejudice, all with the very willing acceptance, encouragement and even demand of the population. These forces will be heroes in the minds of the citizens and these same citizens will gladly allow, if not demand, even more reduction of their civil rights and constitutional guarantees so this never happens again! Once this is done the federal forces will start to initiate removal of dissenters and agitators.
