
Insurrection
What separates this from Civil Disorder is the intent. Insurrection is a revolution against the
in place governing body with the intent to remove the existing government or force it to
capitulate to the revolutionaries’ demands.
Currently all nations have individuals and groups that act and prepare covertly for a
governmental downfall. Most of these groups are benign and will not actively start or even
participate in an insurrection. Others, those already identified as extremists and violent do
actively participate. The latter groups are under constant watch of various governmental agencies
and undercover agents have infiltrated most. It is highly unlikely that these fringe groups alone
will cause an insurrection on their own initiatives.
Usually it is the in place government acting through self-indulgent motives that will initiate
the catalyst. Increasing taxes substantially, enacting of laws that remove or reduce civil rights
or constitutional guarantees is often sufficient to set the stage for insurrection. The political
environment will change and this leads to open aggression against the in place government. If the
government acts overtly in a hostile manner and attempts to suppress the population this often
results in citizens becoming hostile and combative against the government.
The more benign groups will simply drop off the grid and go into seclusion, the more extremist
and violent groups will take active steps to engage the government in forms of guerrilla warfare.
The government including local law enforcement will go to extreme measures to suppress the
insurrection to the point of draconian oppressions. If this becomes unbearable to the mass
citizens, they will start to identify with the revolutionary groups and support their cause but
only secretly.
When citizens in general start to support these revolutionary groups, these groups will start to
integrate strategies and tactics. Though federal forces and local law enforcement will have been
used against citizens, individual members of these agencies will begin to atrophy and start
siding with the mass population.
The government will be placed into a position of self-preservation, and not being able to trust
their own troops and law enforcement, will import United Nations troops if they have not already
done so. Citizens, particularly those living in democratic based nations, will not tolerate
United Nations troops. The single action of bringing in U.N. troops will do more to galvanize the
citizens against to government than any amount of oppression levied against them.
At this junction the citizens will overtly start to support the various groups and overtly oppose
government and local law enforcement. Government entities cannot exist against the collective
will of its citizens without a great deal of expense. In democracies, not having the will of the
people behind government rule is fatal. Citizens will actively lash out at government and law
enforcement agencies with rage and vengeance. Citizens will target anything that is associated
with the government, or any group that even looks like a government entity will be
attacked.
