Put the Sun Flower with the Flywheel system and I think you might get something that lasts for a good long while. The sun Flower is supposed to cost 300$ or less per copy. I have not been able to track down the cost of a Flywheel system yet but at 1000$ per flywheel system that would definitly be cost effective.
